Two questions are arising before anything. Is China engaged in a kind of damage control? Are countries aside from India also worried of China’s alleged expansionism? The questions are not trifling since it is being felt that China is set to plunder the natural resources of the most resource-rich continent or certain African nations and in order to placate Africa, it is offering $10 billion in soft loans. It is to be noted that the same has already been annunciated at the China-Africa summit in Egypt.
Experts consider that the covert and sinister intentions of the erstwhile Manchu dynasty instead of communist perspectives are getting prominent through each and every approach of China. What is more, thanks to its apposite policies, China along with sidelining Western nations from Africa has been able to triumph over economically, nations from the Cape of Good Hope to the sand dunes of the Sahara and this has been done by means of acquiring some of the most natural resource assets, in many cases, in conspiracy with crooked regimes of countries like Zimbabwe, Sudan and Guinea.
The situation is already on fire and analysts consider, to calm down criticism from some African nations Chinese Prime Minister Wen Jiabao did vow to confer African countries $10 billion in low-interest development loans for social programs and infrastructure development over the next three years.
In conjunction with the $10 billion development loan, he did also pledge a basket full of other inducements like establishing a $1 billion loan program for small and medium-size businesses, encouragement to Chinese financial institutions to lend to smaller African firms, wipe out some of the remaining debt on certain interest-free loans that it had previously granted, give market access for African products and assist the continent in climate change by building 100 clean-energy projects across Africa.
The $10 billion in new loans is twice as big as what China pledged in 2006 at the last summit.
Speaking at the current summit, Premier Wen said, "Africa\'s development is an essential part of achieving global development, and as the sincere and dependable friend of Africa, China deeply feels the difficulties and challenges faced by Africa.\'\'
It must be stated China\'s loans to African nations are devoid of conditions unlike Western nations and the IMF.
We have a question in the end. Is China truly benevolent or is this a pretext?
